Umm, ok euro_driver... Basically, zeaq, different enviromental rules in the US restrict the engines in almost all the states. California's enviromental regulations are much more strict. But that's more towards thier quality of fuel, hence that state having one of the largest fuel costs (among other factors).
Oh, and the speeds are governed because, well, we have speed limits in the US, unlike on certain routes in Europe. I could go on a rant on euro_driver, but that's not the point of this thread.....

Really? Care to elaborate? If we're talking E36, the E36 M3 (US) is ~240hp, correct? Stock E36 328i (US) is around 190hp. If tunned.... your talking what...like a supercharger? Then of course it'll be the same. I know that if I were to bring my 328i (E46) to AA and get their charger, I'd get pretty damn close to the E46M3.
